The Perl 5 module File::Policy purpose is to allow systems administrators to define locations and restrictions for applications' file I/O and give app developers a policy to follow. Note that the module doesn't ENFORCE the policy - application developers can choose to ignore it (and systems administrators can choose not to install their applications if they do!).
Binary packages can be installed with the high-level tool pkgin (which can be installed with pkg_add) or pkg_add(1) (installed by default). The NetBSD packages collection is also designed to permit easy installation from source.
The pkg_admin audit command locates any installed package which has been mentioned in security advisories as having vulnerabilities.
